How can I accept the new Terms and Conditions?

I want to download an app and it says I need to read and accept the new Terms and Conditions but every time I try to do that there is no option for me to accept. No box to check, no external link I could visit. What can I do? I even took the time to actually read them and there is nothing I can accept.
