Cannot email full-size photos

I used to be able to email photos from the Photos app, and choose 'Send as Actual Size', so I can then access the full-size photos on my Mac. I do this instead of importing into iPhoto so that I can retain the filters I used. Since updating to iOS 10, I can no longer do this. There is no longer a pop up asking which size I want to send the files as, and it is scaling my 213 KB photo down to 29 KB. (I can see that it is 213 KB when I import into iPhoto, but then my filter effect is gone). Does anyone know of a solution?

The option to select the size should appear, after you click the "Send" button.

Select the photo in Photos, click "Share > Mail", enter the recepient and the subject, then click "Send":

Now this panel should appear:

Are you saying that it does not? I am still seeing it on iOS10.

I justt tested again. The photo I am receiving as an email attachment, when I pick "Actual Size", will be called "FullSizeRender.jpg" and even slightly larger than announced. The Chrome effect is still applied.
