I bought an iphone 7 sim free with full price from bestbuy and i'm not able to activate it in Romania. I have already spent additional 100$ to activate using **** but they told be the phone is not locked on ATT as bestbuy told me on the phone but on 'US flexy policy'.
How can I solve this without sending back the phone to US? The type of phone is iphone 7 128GB code A1660.

For future reference, all such services are scams.
I have to contradict you, that particular service is not a scam. Even for me they did what they could and conform with their agreement otherwise for sure I have issued charge back. And they offered me the information that phone was locked to 'US reseller flexy policy'.
They didn't manage to unlock from ATT because the phone was not locked to ATT. If I had done some research before throwing with money I would have found that ATT have this unlock functionality free of charge for eligible phones on their site.

The way such "services" manage to unlock devices is by using insiders at the carriers to illegally submit the unlock requests via the carrier systems to Apple. A number of people have been caught and criminally charged in such scams.
Is it still don't work? I have also same problem, same seller(best buy) almost same price, and I'm live in Turkey. I haven't found anything yet but if you can find anything, please share me. I'll try the e-mail procedures if it works I'll share.
Unfortunately the processes that are given in the e-mail cannot work. I can't reset the phone while it is connected to iTunes. How can you manage it? Can you help me...

ONLY the carrier the phone is locked to can authorize unlocking it. BestBuy does not sell unlocked iPhones. You may be able to get a resolution by speaking directly to Apple, but there is no guarantee. Call them.

I tried contacting best buy but they are not helping me. I also tried contacting apple care, they have raised a ticket but don't know if it will be solved or not. Please reply what have u done further.
