Then there is another issue with your iPhone. What have you tried so far to remedy the situation?
I actually have yet to experience well transcribed message. Most are completely garbled leaving me to still need to listen to the message to understand what someone wants.
I also am having the same problems accessing my voice mail as others have complained about. First tap, opens the messages, then it closes immediately. Second tap allows me to hit the arrow to play the message, then it stops playing and closes the message. Third tap finally lets me listen to the voice mail, but many are cut off at the end.
You have to change the English you are using from U.S. to any other English, I changed my FIL to Canada and he immediately got 2 voicemails from earlier in the day.
settings--->general--->language & region--->iPhone language--->English (Canada)
It's especially annoying when it blinks on then goes back to processing and again and again all while you could have just listened to the message. Then you finally get to read it and you're like oh that's funny it misinterpreted this and this and this. Great unturnoffable feature thanks!
It never works right, misspells names, can't put my finger on arrow to listen without it stopping and having to redo 2-3 times. It's awful.
It is still in beta and for a beta it works pretty well for me. I've not had any problem with playing any message back.

That option is there for voiceover but it has nothing to do with this issue.
The IOS voicemail update is 3 months old and it's still crap (for me and several others that I've talked to). I would suggest you do what I did and get a 3rd party app. I just installed YouMail and it seems to work pretty well. I love so many things about IOS but their voicemail app is horrific.

The same happens to me. Apple is using my phone, my time experimenting this feature that crashes my phone and dies not allow me to listen to my own messages
Voice mail transcription REALLY *****. Shame on Apple for not giving us a way to turn this abomination off.
I called my carrier and it's turned off but this darn feature is still on. Calling the carrier does not work.
