No, you cannot, at this time, get rid of it.
The feature is only possible if you have visual voicemail through your carrier. Try contacting your carrier, having the visual voicemail turned off and see if that helps.
No, you can't be charged for it. Just ignore it. I do like it when I am somewhere that I can't listen to the message but I need the information the person left.
It's not about being charged for it. The feature literally only works if you have visual voicemail turned on. If they wanted to get rid of it, that would be the way.

The VM transcript Apple deployed is terrible. It makes is difficult to simply click on and listen to a VM. It closes the window multiple times when trying to open before you can get it to open and listen to a VM. It sometimes makes it impossible to see the speaker button. It is a disgrace that Apple just threw this out there on the public with no choice to disable it if you do not like this feature. Generally the word recognition is terrible and does not produce a legible transcript and why would you want one if you can just listen to the message. With the amount you pay for apple products and service you shouldn't be forced to be a guinea pig for their "beta" experiment. This feature ***** and you should at least be able to opt to disable if you wish
If you are seeing your voicemail close, it doesn't have anything to do with the transcription, you need to contact your carrier to reset your voicemail. I've not experienced any of the issues you describe. At this time, there is no method to opt to disable if you wish, and if you wish to see that, you need to let Apple know using their feedback link, http://www.apple.com/feedback/iphone.html
My transcriptions have been remarkably accurate, and while at work and I do not have the luxury of listening to VVM, I find it quite nice to be able to read it, like an email or text message. In my opinion it is quite valuable. And, I understand that is my opinion, and you are free to support yours, as you already have. But telling us here, a group of users like yourself, is not going to get anyone at Apple to know that you want to be able to disable it.
I'm having the same problems as Jmcelwee. It started with my 6s Plus and is still prevalent on my 7 Plus. Painfully annoying to tap on a voicemail half a dozen times before it finally stays open long enough to listen to it. This problem started with the software upgrade, please Apple give us an opt-out!
By the way, transcription is horribly inaccurate. I'm sure that has nothing to do with the fact that I live in south Georgia ;-)

If you read through the thread, contacting your carrier should get your voicemail issue fixed, however it cannot address the transcription. It will address the playing of voicemail. The carrier is responsible for voicemail. They may just need to reset it for you. I've not experienced any issues with mine, and I had an iPhone 6s before I upgraded to the iPhone 7 at the beginning of October.
My thoughts exactly. The UI issues -- over closeness of play and speaker buttons, closing of window suddenly even during playback, high likelihood of pressing millimeters off target -- add to the annoyance of lack of an OFF toggle for the transcription itself. Very antithetical to Apple's HCI expertise. Read: they should know better. Fix the UI and give users ability to turn a BETA technology OFF! Thank you for listening...
This thread is valuable. What causes you to think it does not get read by Apple?
The Terms of Service that you agreed to when you joined the ASC forum is what causes me to know that Apple does not participate here. It states that Apple does not participate here, with the exception of the hosts which manage the forums to ensure they conform to the TOS. Apple gets is feedback from the feedback link, they do not read and participate here. Whether you believe this thread to be valuable or not doesn't matter insomuch as Apple just doesn't participate.
EVERYONE I FIGURED OUT A WAY AROUND THE BS TRANSCRIPT. JUST SEND THE VOICEMAIL TO YOURSELF IN A MESSAGE AND YOULL BE ABLE TO HEAR IT!!
I'm able to hear mine by just listening to it, I don't have to send it to myself. I also like being able to read the transcript, came in handy today.
Mine won't even stay open to read or listen to it. It just shuts down as soon as I open it
