Without a doubt, this is flawed UI design. It should be simple to both turn on/off the camera click and adjust its volume while in the program or via a simple toggle setting in "Settings." Instead, Apple has made this – which one would likely want adjust on the fly – unnecessarily complex.1. The camera click sound is OFF when in the LIVE MODE and it is ON in the LIVE OFF MODE. There is no way to change those settings. To adjust the volume you must use the MUSIC volume control, not the RINGER volume control. (confused yet?) To access the MUSIC volume control while using the camera, swipe up from the bottom (probably taking several unintended photos as you go) and in the middle of the right side, you will see a black and white volume control identified by the little speaker icon in a vertical rectangle. Bring the slider up for more volume and down for less or to mute. I don't really know what to do if you want to hear music at one volume and the camera click at another because they seems to be married in this disaster of a scheme. If anyone else knows another way to control these functions, please post. Otherwise, prepare to be fumbling with screen controls when you want to be taking pix silently (or not) and/or hearing music.
I'm a bit late as I just got a new iPhone7 and no longer had a shutter sound compared to my old iPhone5s. I read this thread and two things fixed my iPhone7.
1. Switching "OFF" the "LIVE" camera. But this still wasn't enough.
2. Going to "Music"; playing a song and turning up the volume. My volume was down, almost off.
BTW, turning off "sound & haptics" did NOT turn "on" my camera shutter sound.

Thanks. That does work. I must have accidentally touched the live button, which cancelled the sound. Also this explains why I suddenly had a moment of video before each photo, which is a fun feature, thatvdoes gonaway with the click sound restored. I agree that there had to be a better way to control the sound, clearly within a programmer's wheelhouse.

SOLUTION- Turns out that to turn ON the sound where taking the picture will make the sound of a camera, Live needs to be turned OFF. Live is located in the top bar of the photo window in the very center. It looks like a sun.
Hope this helps others.
<Edited by Host>FYI, Your fix for turning The shutter sound on/off does not have any effect on the 7plus.
Had my 7plus for over a yr and could never figure out how to turn the shutter sound on. The solution is simple as you pointed out. Thanks much. MGH
this worked for me. what is the consequence of having "live" off?
You won't get the 2-3 seconds of animated photo preceding the still shot.
Thank you! This was the only answer that actually helped!
You're a wiz!
Yes I it's the music volume on itunes that I had turned down that caused the camera shutter sound to disappear. After trying all suggestions re sounds and alerts and mute buttons in other forums, I read the reply by "macbook and i" and that is definitely my answer. I wonder why its not mentioned anywhere else
I have tried everyone's suggestions, and still I have no shutter sound. I've had the iPhone 7 for 3 months, and I hate it. I miss my 5s. This phone had shutter volume when I first got it. Could the problem be tied to a recent update?
Nothing works for me. I turned off "LIVE photo", turned off System Haptics, played a song and turned up the volume,.... yet no shutter click. I hate my iPhone 7. I went from a 5s to the 7 and I miss my old phone so much.
I can't understand pls give me step how can I get camera shutter sound
Your iPhone will not make a shutter sound when Live photos is selected in the camera app.
