This behaviour suggests you have something that wants access to the iTunes library like Plex, Last.FM, or certain Bluetooth drivers. The applications will normally attempt to locate and read the iTunes Library.xml file, but a recent change to iTunes means this is no longer created by default. If the file doesn't exist the third party software may launch iTunes to query it directly.
Under Edit > Preferences > Advanced make sure that "Share iTunes Library XML with other applications" is enabled and see if that resolves the issue for you.

Hmm, if that fixed it then do you have devices that sync over Wi-Fi and is iTunes set up to automatically sync them? That helper tool should be able to run at startup without launching iTunes, until it detects a device that needs syncing automatically.

The xml share box was checked when I went to look. I tried using Glary Utilities delayed startup feature but it reported that something was overriding it and forcing it to load immediately on startup. I'll experiment with turning the share XML off and on. I don't want it to load at all except when I go to launch it.
