Hello MGSculpture and welcome to the Apple Support Communities. This is a sign of bad internet, you might want to try a different wifi network. If this doesn't seem to fix your issue, this is most likely a glitch in iOS 10 and Apple will probably be patching it in the next update. Until then, I would suggest to use a 3rd Party browser like Chrome.
My wife has experienced this problem on her iPhone 7. Quitting the Safari app like I describe below, then starting it again seems to fix the problem. Not sure if this is a permanent fix but she hasn't complained about since she followed the procedure to quit Safari.
Double click the Home button to show the screen with running and recently used apps. Each app icon will have a sample page above it. Flick up on the page (not the app icon) and the page will fly away and the app icon will disappear. This quits that app. The go back to a Home screen and start Safari again.

I would try the quickest and easiest solution first, refresh the browser. If that doesn't resolve it, tap Settings - Safari - Clear history and website data. Then retry accessing CNN or other websites you had a problem accessing earlier.
