command option replaces keyboard panel

I want to use some application keyboard shortcuts,

Example on sublime text : command+option+/ = comment

I don't understand why my keyboard changes as soon as I press (command+option).

You may notice on the image above, that panel has got replaced after command+option and so I'm unable to tab on /

MacBook Pro, macOS Sierra (10.12), 13 inch

Thanks for using the Apple Support Communities. From your included images, it appears that you are in the Keyboard Viewer. Keyboard Viewer simply shows the characters that will be typed if you are in a text entry field and you hold down certain modifier keys for a given keyboard layout or language. The characters shown generally should not affect the use of keyboard shortcuts, so long as you are in the application that the shortcut is set up for; you would still press the key that is actually marked with that character on the physical keyboard.
