Empty Photos library uses 650MB on iPad

I have disabled iCloud Photos Library on my iPad because it takes up too much space. Even with the option "Optimize storage", it took too much room on my 16Gb iPad.

However, after disabling iCloud Photos, the app still takes 650MB while there are 0 photos in it. How can I reclaim this space? Restarting does not help.
