My itunes app got deleted off my iphone and have tried everything I have read about how to get it back, even a restore and it is not there. That app is nowhere to be found on itunes store either? How do I get my itunes app back on my iphone?

You've checked to see if you've hidden it via Settings > General > Restrictions > iTunes Store 'off' ?
I have turned off all restrictions.
Do you mean that you've turned Restrictions 'off', or gone into Restrictions and individually turned each setting 'off' ('off' means that those restrictions are in-force, so would hide the iTunes Store etc) ?
Or is the phone not the 4s that's in your tagline and is a model that's on iOS 10 : Remove built-in Apple apps from the Home screen on your iOS device with iOS 10 - Apple Support ?
I have turned all restrictions off. This was an old tagline, I now have the 5SE and have the latest update installed.
iOS 10 allows you to delete some of the built-in apps, including the iTunes Store. You've searched for the iTunes Store app in the App Store app on the phone (it won't show on a computer's iTunes) :Remove built-in Apple apps from the Home screen on your iOS device with iOS 10 - Apple Support ?

Yes, it no longer bring up the colored circle with a music note as an app at all. There are only different music apps now to download, I tried the app that says itunes remote and that only lets me turn on itunes on my computer from my iphone, but it doesn't play on my iphone? Why didn't it even come back with a restore? Can I somehow search for a really old back up of my phone before I did the upgrade? How do I do that unless you have another option to try?
A restore to a backup won't put it back if the app wasn't on the phone when the backup was taken. For iTunes backups, when you take a new backup the previous one gets overwritten / updated, I've only had more than one backup for a device when I've done iOS updates i.e. a pre- and post-update backup shows.

That is the link to the iTunes Store app, why do you think that it's the App Store app ?
Because when I click on it, it says Itune Store and it doesn't show any of my music?
The link is for the iTunes Store app (for buying / downloading / redownloading media (music, films, etc).
On an iOS device you don't play your synced/downloaded music via iTunes, you use the Music app :
Is that the app that you've actually (or should have) been looking for, not iTunes ?
I figured it all out, I was able to find an older version from March of my phones backup. What you suggested did NOT work. Go onto itunes yourself and just TRY to find the music app that comes with your phone. It is NOT there!
