Mobile devices like iPads, are not like common computers.

There is no flash ROM file, like you are thinking, to re-flash the iPad's firmware on the CPU, per se.

The iOS get installed or flashed onto the iPad main CPU, but you, usually, do not have to reinstall the most recent iOS version once it has been installed.

Try a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.

Good Luck!

If you still have issues, if this is one of the recent iPad Pro models and you have had your iPad Pro for less than a year, bring it into your "local" Apple Store for them to look at and diagnose.

If you have had this iPad Pro for less than 90 days, I would strongly suggest that you purchase AppleCare+ so you can get an additional year of warranty coverage and servicing.

Good Luck!
