I have just updated the OS System to Sierra version and this update came without the iWork and if
I go to the App Store in order to download iWork programs I am required to pay 19 dollars for each one. How can I solve this problem and get back the iWork without expend a single penny?

iWorks software does not come with Sierra. Those apps do come pre installed on new Macs.
Did you purchase the iWorks apps before?
If so, they would be in your Purchases tab in the App Store and you can install them from there.
If you hadn't purchased them before, you would have to purchase them if you want them. There are two ways to purchase them, either there in the App Store or by purchasing a new Mac.
