iCloud Photos - some items cannot be deleted due to a server error

For unknown reason my iCloud photo library had many sync issues and inconsistency between my devices and icloud.com

I have MacBook Pro, iPhone, iPad, all linked with the same Apple ID/iCloud to Photos.
after I wasn’t able to fix the sync issues and inconsistency I removed/disabled the iCloud photos on all the devices.

But got left with thousands of photos only on iCloud.com/photos that I cant delete – so I cant start over…

When trying to delete photos/videos iCloud is giving me the error: “some items cannot be deleted due to a server error”

Or occasionally shows that all was deleted but in a few minutes the all come back like they were never deleted…

at that point if I reconnect one of the devices back to iCloud photos they will not sync the "Suck" photos from iCloud.com

Please advise… how can this be fixed?
not sure if disabling the service will fix the issue, but in any case don't want to wait the 30 days…
