ever since I transferred to the Iphone 7, I have not been able to send expressive messages like with background effects and slams, etc. I have updated my software to the latest and it did not work. I hold down the arrow and it just sits there does not pop up the menu. Please help!
If you have 3D Touch enabled, you need to press (with more force than a normal tap) the arrow to get these options. Tapping and holding only works on devices that don't support 3D Touch or if it is disabled.

It is in Settings > General > Accessibility > in the second section under Interaction you will find 3D Touch. You can turn it off, but you can also adjust the sensitivity so that it is easier for you to use. It's slightly quicker to get bubble effects with 3D Touch enabled because you don't have to hold the arrow, just tap it with more pressure. 3D Touch is one of my favorite iPhone features so I really don't recommend turning it off, but you can if you need to.
