I have an iPad, 3rd Generation, IOS 9.3.5. I have a Family Photo in my Camera Roll that I would like to place the names of the Family Members according to their position in the Photo. Is that possible? If so, could you instruct me on how this is done?

Nactively you can't.
To put words on the photo you can look for apps like Quick or others that put words on photos.
If you want to add notes to photos there may be a 3rd party app that allows for that.

I noticed that an option in a box with an arrow pointing up above the photo. There was an option 'Add to Notes'. Could that possibly be used? Could you also tell me if Bob Seufert still a consultant for ASC - iPad?

Here's a early try. I copied your names. Then went added a photo to Notes pasting your names in the window.
Now I'll turn my iPad to portrait and take a screenshot. Here's the resulting photo off to be cropped.

will have to play with it, maybe take some portraits and see what happens. Tried to use the Add to Notes, but after I inserted the names and inserted the names into the box, I hit SAVE,but nothing happened. Almost 1:00 PDT. Will sleep on it and start fresh in the AM

I like this picture with the picture of headshots with name caption below. I do not believe that my photo needs to be cropped though. But for future use, I have been trying to figure out how to take a screenshot on the iPad plus edit the picture, but I am failing. I thought I read about how to take a screenshot in the iPad Tips, but I am unable to locate it.
one other question, if I can figure this out. When I save this, will it go back into the Camera Roll with the caption below the photo?

Starting with your last question. If you add the caption in Notes then tap save it stays in Notes, the original stays in Photos. Because it isn't added to Photos is why I took the screenshot then cropped.
To take a screenshot place your fingers on the home and power buttons. Now smoothly press and release both buttons. The screen will flash as you release both buttons, the screenshot will appear in Photos.
Let me know how you're doing on taking a screenshot and when you're ready we'll crop some Photos.
