Thess two white dots have appeared, and I can not figure
1) where they came from
2) what they mean and
3) how to get rid of them

I'm guessing you are referring to the one over the MedCom icon. That is the only one that I see. If you are referring to the ones at the bottom of the page, those indicate the number of home pages that you have on the device. If this is not what you mean, then please provide more explanation.
Sorry, yes, the ones at the top left corner. They are stationary and do not move as indicated in this screenshot as I'm scrolling to the next page.
Considering they are perfectly round, I would rule out stuck pixels. If you change your background photo, do they still appear? What troubleshooting have you tried?
Yes the 2 white dots does exist on my iPhone too. What does it do?
I would ask you the same thing I asked the OP. Go back through my steps for troubleshooting and see what you find.
