To remove Activation Lock, the watch should ideally be unpaired from your iPhone via the Watch app:

If you instead erased the watch manually, following these steps should have removed Activation Lock:
Sign in to https://www.icloud.com/ with your Apple ID > Settings > My Devices > Click on Apple Watch > Click on the "X" > click on Remove.
If the lock remains active, the following steps may help:
- If you have not yet done so, unpair your watch from within the Watch app on your iPhone (even though it is no longer paired, according to the watch).
- Ask your Dad to close the Watch app on his iPhone and then to restart both his iPhone and the watch, turning both off together and then restarting the iPhone first:
- Try to pair the watch again.
If the issue persists, options include:
- Pair the watch with your own iPhone again and then unpair it via the Watch app.
- Meet up with your Dad, ask him to start setting up the watch and then enter your Apple ID and password on his iPhone when prompted in order to remove Activation Lock.
- Contact Apple Support for assistance (you as the original owner) and explain that you cannot remove Activation Lock.
