No, you cannot because the maximum firmware you can get on an iPhone 4 is iOS 7.1.2. iPhone 4 only has the A4 chip, which only supports up to iOS 7.1.2. If you want the later firmware, you need to update to the iPhone 6S or SE, which is 1 1/2 and 2 years old, and it still supports iOS 11.

It doesn't matter what you want, the obsolete iPhone 4 has insufficient hardware to support iOS 9.
