I owned garageband, but now I have to pay for it?

When I bought my computer (an Macbook air mid 2012), garageband was included in the price. But when I recently reinstalled my computer with the OS X 10.9.5, I found out that garageband wasn't included in that operating system, and now apple asks me to buy garageband to receive it again.

Now, from my point of view I have already paid for garageband when I bought my computer. Is it correct then to demand further money from the costumer for a software he has already paid for, just due to a clean install?

Best regards

MacBook Pro, OS X Mavericks (10.9.5)

Hm okay... Well, since Garageband doesn't show up under purchased items in App store, does that mean that I did something wrong during the setup? All I know is that Garageband was included when I bought the computer, and now I'm not able to download it from App store without paying for it (again) after my reinstallation of the computer.
