No notification of voicemails when data is turned off on my iphone6

When I have data turned off on my iPhone 6, I do not get notifications that I have a voicemail message. Why?

iPhone 6, iOS 10.1.1

Hey joannlee55,

I understand you're curious about voicemail notifications. It would be my pleasure to help.

Visual Voicemail - which is the function found at P hone > Voicemail that shows a list of each voicemail's details - requires a connection to your cellular data network. Basically, if your data is off, the network isn't able to communicate with your iPhone to let you know that you've received a voicemail. If you were to receive a voicemail while your data is turned off, you'll be notified of the voicemail as soon as you turn the data back on.

Hope this answers your question. Here's a little how-to about the Visual Voicemail, that explains stuff like how to use it and what to do if you're having a problem - just in case:

Voicemail is controlled by your carrier, so you need to contact them. Some carriers offer an option to disable VVM, however, even if it is enabled you can always call to get old-fashioned voicemail. The instructions vary from carrier to carrier, but generally you hold down the "1" button on the phone app's keypad for a couple of seconds. You will then be prompted for your voicemail passcode.
