No, to be clear, at some point, the hardware on particular devices will no longer run the newer software. The latest iOS the iPhone 4 can run is iOS 7.1.2. That is the way it is. The decision to no longer support the older firmware is that of the developer themselves. No blame game, just the way it is. In technology years, the iPhone 4 is ancient. It was released in 2010. The processor just cannot handle the newer iOS. Time to upgrade, seven years is plenty of life for an electronic device.
