"No bag entry" when trying to reinstall Sierra

Have an Imac late 2009 that was donated by my boss so that I could use it in my art department - I wanted to wipe and reinstall clean.

In recovery mode I select "Reinstall macOS", click continue and it says "To download and restore macOS, your computers eligibility will be verified with Apple" (Knowing that it will need internet access to do this, I turn on the wi-fi and connect successfully) ... I click continue and it says "Loading installation information..." After about 45 seconds it times out and throws up "NO BAG ENTRY". Can't do anything after that other than going through the same process again. Restarted, nothing.

How I got here:

I wanted to wipe it clean to give to one my team members so I did the following:

- The Imac was a relative of my boss and he did not know the password - so I managed to reset it in single user mode. http://www.macyourself.com/2009/08/03/how-to-reset-your-mac-os-x-password-withou t-an-installer-disc/

- It was barely used with literally nothing on the HD but still running Snow Leopard. I figured it would be best to upgrade to the latest possible OS before wiping. I didn't think I'd be able to get it to the latest in recovery mode, so I figured I could manage the upgrade upfront and then wipe.

- I used my personal icloud login to gain access to the later OS updates through the "purchases" tab in the App Store. Otherwise, there was nothing available in the app store for the jump to Lion and beyond.

- At some point in this process I installed this patch from Apple before getting it up to Sierra, but I dont believe it helped in anyway. Mac App Store Update for OS X Snow Leopard

- Keep in mind, I'm doing all of this through Wi-fi because the ethernet port is either faulty or there is something up with it. (I had read that a security update for Snow Leopard at some point basically rendered the port useless, but there was a way to fix it.) I tried running this before the wipe - to no avail. https://9to5mac.com/2016/02/28/apple-confirms-os-x-update-broke-ethernet-port-on -some-macs-heres-how-to-fix/

- I upgrade successfully to Sierra, but the app store is blank. Just sits there gray and you cannot select any of the tabs. I tried playing around with my internet connection but I could get on to make the necessary follow-up upgrades to Sierra (Safari worked fine, internet was on - ran diagnostics).

- Growing tired of trying different things, I decided to start up in Recovery mode and do an erase and reinstall. In hindsight I probably should have remedied the app store issue and upgraded to the very latest Sierra, but I figured I could take care of it after reinstalling again.

So that takes me to where I am now and my issue -

My guess is it cannot verify the eligibility because of something to do with how the app store was non-responsive before I erased the HD.

I'm stuck and can't do a thing to reinstall. Any advice?

Its possible but how is that I already was able to connect to the App Store using the same iMac hours before? We have several in my department that all connect as well, all on the same server.

I actually had this particular iMac up to Sierra using the old user (by upgrading through the App Store) but then the App Store stopped responding. So i figured i'd start from scratch using a snow leopard disk and here we are.

A few other things I've tried:

- Checked the time and date in system preferences to confirm that it was correct. I've read that the incorrect time zone could be the culprit.

- Checked my certificates in keychain to see if any sported a blue icon. None were blue.

- Did a second reinstall of Snow Leopard again, this time checking to see if any of the software updates along the way were to blame. No luck.

- Connected to a non-encrypted wi-fi hotspot (happened to have one available in this area) to see if any security settings on my network wi-fi were to blame.
