If you look at the album in your country's iTunes store does it show as being available for buying ? If not then no, it isn't - which may be due to licensing/legal reasons. If it's not available from iTunes is it available on other music purchase download sites that you have access to ? Or you could try contacting the record label/rights-holder for your country and ask them to allow Apple to sell it in your country's iTunes Store.

Via physical CD.

It is a "hidden" track 12 on the CD, and therefore could be ripped with iTunes. The track has not been made available at the music download retailers (iTunes Store, Amazon Digital Music, etc.) nor at the streaming services (Spotify, etc.).
