icloud drive vs icloud family sharing

I have 3 questions:

Could someone please explain the difference between an icloud drive and icloud family sharing and how you move documents between them?

I have family sharing set up with shared photo albums but when I log into icloud from my PC I cannot see the Family Shared albums. How can I see the Family Share from my PC?

My husband has pictures in his iCloud drive and would like to move them to the Family Shared albums but I do not see any way to move them. Is there an easy way to do this from a PC or from his iPad?

Thanks - this is helpful information but it seems each is disparate. This leads me to believe that there is no connectivity between iCloud drive, iCloud and iCloud Family share folders/locations. Is that true?
