I know this may seem strange - but I don't appear to have a "MAIL" option under settings - weird right?

Am I just being really stupid or is it really not there and if not, then how do I setup email? ( I looked under contacts im trying to add AOL - but there's no AOL option. When I click other I have no clue what to select - see below)

I did. So even though apples offers you the option to delete the MAIL app, if you ever want to change any of the settings for any other email app you NEED to have the Apple app on your phone. So basically you can never delete that app if you ever want to use any of the features of your better email app
Mail should be right after Wallet & Apple Pay.
That is definitely something I have never seen or heard of. Have you done a restart -- Restart your iPhone, iPad, or iPod touch - Apple Support?
Then I truly believe your next step to be Contact - Official Apple Support

I've done everything except wipe the phone and set it up as new again
With iOS 10, you can remove native apps, but can't really delete them permanently.
How does one "remove" an app without deleting it ?
