can i find the phone owner with the IMEI no. on the phone OR his email address at least?

I tried talking to him first but he said he didn't remember where he got it from and didn't knew that it was blocked etc... and at that point I stopped asking questions because it was clear I wouldn't have gotten an answer. That's why I trying to find help with you guys...and I appreciate it!
Unfortunately I cannot access the phone because it's blocked and I only have the IMEI number and some other "insignificant"(for now) information about it. I'm trying to find the owner.
P.s I bought the phone from someone and it was blocked. It didn't have a charger to check.

There's no way to find the owner if they don't want you to find them. The phone is activation locked and can only be unlocked with the iCloud account details it is locked to. Otherwise the phone is useless to you.
No one here would be able to help, and Apple will not help either. If you cannot get information from the person that sold you the phone, I would be demanding a refund. Either way, the device is useless to you. You will not be able to activate it.
While your intention is good (to return the device to the owner) and assuming that you can find the owner, did it occur to you that the real owner may be a psychopath and he/she thinks that you are the thief? Do you really want to risk all that? Get a refund if you can. Otherwise, trash the device.
If the owner of the device wanted it returned, or wanted to be contacted, then when they put the device into Lost Mode, they would place a message on the lock screen with a method to contact them. Obviously they did not, so that is why you cannot contact them.
Why would you expect to be able to find out the owner of a phone?
Try asking siri who owns the phone, the contact info with the set "My Contact" will show up.
So there is no option I can get in touch with the owner or let him know I have the phone so he can contact me?
What about the "someone" that you bought the phone from? Do they not know who the previous owner is?
Seems like common sense to me. If I lost my phone and block it and someone else finds it...I would want them to have to way to reach back to me...
