Have you tried restarting the machine?
Sure, I have. What I have done:
1. reset PRAM
2. Boot Recovery and run First Aid
3. Create new user and still no fix
4. Run Safe Mode
5. Run Diagnostic Test, found no problem in hardware (ADP000)
None of above are able to fix this problems 😟
Fyi, I run Migration Assistant before. Does it have something to do with settings/config?

Do a backup, preferable 2 separate ones on 2 drives. Boot to the Recovery Volume (command - R on a restart or hold down the option/alt key during a restart) and select Recovery Volume. Run Disk Utility and select First Aid. Then re-install the OS.
After research and browse related website. I found the solution of my problem without formatting.
I hope this will help other people who have situation like me.
1. Restart to Recovery from bootable USB
2. Open Terminal
3. Run : diskutil cs list
4. Copy Logical Volume ID from list (not Logical Volume Family)
5. Run: sudo diskutil cs revert INSERTID (Replace INSERTID with Logical Volume ID)
6. Quit Terminal
7. Run FirstAid
8. Reboot
