Every time when I turn on my macbook pro and sign in into my account, the screen on the bottom region will distort like the image above for a second and then return to normal. The distortion is different each time but stays in the bottom region.This has always happen since I got the macbook pro. Is this a hardware or system problem?

I tried both reset but the screen still distorts for a second when I log in to my account.
Same problem as ping94 on two brand new MBPtbs, grrrr!!!
Tried both suggested resolutions, problem still there. GRRRRR!
Safe mode (sometimes called safe boot) is a way to start up your Mac so that it performs certain checks and prevents some software from automatically loading or opening.
Try safe mode if your Mac doesn't finish starting up

Thanks for the tip Sterling r, our new MBPs also have this video glitch and it persists after the safe boot, nvram and smc procedures. Interested to hear if it works for ping94.
I did not try the safe boot method because I had already reinstall my macOS which seems to get rid of the distortion when loading the account. But I notice some changes with the notebook. First would be that it seems a bit slower but not too much only a few seconds. Another would be that on the screen where you choose account I had only restart and shut down option on bottom before, and now there is a sleep option with the other two options. Also the backlight keyboard and touch bar are active when I turn on the notebook which did not turn on until I enter my account. Lastly instead of loading bar when loading the account, now it is a loading circle. I have not notice any other change other then the four mention above.
Another note is that I had fileVault turn on when I first setup my notebook but did not turn it on after reinstalling macOS.
When I mean slower, I meant it was a bit slower during startup.
I have the same issue on MBP with touch bar (15" with Radeon Pro 460). Have had to reinstall OS twice... fixes it each time, but it comes back. It just came back for the 3rd time.
Really frustrating... these new laptops are very buggy. Seems graphics related?
Hey sfvogt, how long after the reinstall until the distortion reappears? And also did your notebook change from the loading bar to loading circle after reinstall?
I experience the same exact problem with MBP 15' W/ Touch Bar as the rest of you. I've tried all the same fixes, and nothing permanently solves the problem. Also curious if you have also been experiencing odd flashes while using applications. For instance, when using facetime, part of the the video feed flashes gray on the side.
I also experience odd flashes while streaming youtube videos occasionally, random occurrences where a portion of my screen briefly turns red, and odd flashes while playing the video game Cities: Skylines. Curious if any of you guys are experiencing anything similar in nature.

ugh. Same problem, just received my top of the line Macbook pro 15 with radeon 460. Glitch at bottom of screen matches above when starting up, and it takes an unusually long several seconds (with progress bar) to finish loading the desktop after login from cold boot. This never happened on my 4 year old Macbook Pro, very frustrated at the moment.
Hope this tip helps someone else: I just enrolled in the Public Beta for 10.12.2 and installed beta 4, and at least the bottom part of the screen glitch at login is fixed. Still have the excruciatingly slow login progress that was not present on my 4 year old MB pro though.
The new macOS update resolve the issue on my Mac. try it.
