It's an issue with the TSS server. It gives the following output:
Sending TSS request attempt 1... TSS server returned: <html>

<hr><center>Shield</center>
</body>
</html>
Basically, it's on Apple's side. It's NOT an issue with your devices. Just wait a little while for them to fix it.

Nope, same issue here, I tried doing a fresh install of 10.3.3 or updating to ios 11, same thing, error 3503
Is there a solution from Apple? Can't say I trust third party tools. (Yet.)

Apparently they are back from the weekend and somebody flipped the windows switch ... I can confirm that restore of my iPhone 6s proceeded beyond the point of 3503 error.
I can confirm that Restore with iTunes on Windows is now going through/working!!!!!
My wife's iPhone was disabled by our son. Been a torrid 3 days to get this thing to Restore. It's working now!!!!

Apple fixed it. I confirm I did the same procedure as last night and it is working with Windows 10 and iTunes as normal.
