I understand from your post that you are not able to make your in-app purchase. I know how important it is for you to be able to buy your in-app items. First, I recommend reviewing your purchase history to make sure there are no unpaid balances. Second, check your billing information and make sure it is up to date and correct. Third, if there are no unpaid balances and your billing information is correct you will want to contact iTunes Support.
To view your purchase history and check for an unpaid balance follow the steps in this article:
See your purchase history in the iTunes Store on a Mac or PC
To verify and update your billing information use the steps from this article:
Change or remove your Apple ID payment information
To contact iTunes Support use the link below and select Account and Billing from the drop down box:
