I have the same problem since High Sierra.
I think I finally found the reason:
Go to Safari > preferences > websites, down left: plug-ins: Adobe Reader.
"Adobe Reader" does not support the highest level of security for Safari plug-ins.
Websites using this plugin may be able to access your personal documents and data.
'When visiting other websites:' is set to 'Ask'. You can turn it to ON (at your own risk).
Another place I looked is: Keychain > look for: v4.services.acrobat.com > Access control > Allow all applications (at your own risk)

This has worked for me so far. In the Safari prefs, I just unchecked the Acrobat one and all the others which were not up to the latest Apple security specs, and there were a surprising number of them. In Keychain, I just deleted that v4 one. We shall see how this affects my life, but so far, so good.
No, this does not address the problem of the webkit plugin wanting to use CONFIDENTIAL information store in the keychain. Reader, Flash, and other similar Adobe services don't need access to the keychain to run in Safari.
It is October 2017 and I installed OSX 10.13.
I am getting this same error message, over and over, on Safari only, usually in Facebook. Always Allow does not stop it. Allow does not stop it. How do I get rid of it?
I cannot find a keychain entry for this supposedly adobe.com item, nor can I find it anywhere else in my system. It has only appeared in Safari, never in my other browsers. I made the mistake of "Always Allow" early on, but it made no difference. It pops up - sometimes a couple of times in a few minutes.
