I come from Vietnam. I was trying to update my payment method. But I unable to enter my new credit card (Techcombank Visa Debit). It was appear "Your payment method was declined.please enter valid payment information".
I tried another Visa card. But i still can not update my payment method.
I need buy some app from App store. Please, help me!

You can only use a credit card from the same country listed as your country with the iTunes Store.
Some countries do not allow payment with debit cards, it must be a credit card.
