iPhone 6+ 10.2
WiFi VoIP enabled with AT&T ISP & cell/network provider.
Exceed Internet hardware (satellite)

iPhone will latch onto a weak signal from a cell tower miles away. The GPS data is transmitted along with a cell call request. If all is authenticated via the service provider's records as an authorized call; call/text can be made. When that weak signal drops off, the WIFi. (Full signal) (internet is still working) is lost in the "hand off". After several min. Up to an hour. "AT&T WiFi (full signal)" is in my status bar an all works as it is supposed to. There is an FCC requirement required here as well, who is causing the delay in a hand off?
There is no FCC requirement that cell phones be able to place calls over WiFi at all. There are regulations regarding how 911 calls work IF WiFi calling is used. Since you can not place ANY calls over WiFi, no FCC regulations regarding 911 service would take effect at all.
The latency on satellite internet services is notoriously bad. If you can't get decent cellular coverage in your home, I highly recommend getting a land-line in case of emergencies.
Regulations regarding usage of PSTN/cell network are in place. GPS is a part of that equation via establishing the protocol necessary to use it. Thus, for older model, or less smart phones a microcell is required and that must be located near a window in order to acquire its GPS location. All true VoIP connections work well with; face time. -meet me etc. It is possible to 'back door' or kick start this unit if I go to the web site and refresh the network connections... wait 15 min and I'm good to go. Who is causing the problem?
The cause of the problem is the incredibly weak cellular signal and the extremely high latency of the Satellite internet connection.

Granted, it is slow but adequate for VoIP or Text conversations... The issue is the software, but who's is the one refusing to hand off.. it it att having a problem with authentication of my iPhone, or my iPhone not re-establishing a ViIP over the Wi Fi, still hoping that that Weak cell tower will come alive.. if I could have someone on the internet call emergency services, this picture would be good, but if my land line was severed, fire etc. my satellite would still work, so will my generator..but unless the stars all line up, I can't call 911?
I cannot call 911 or text on my WiFi at times.
