fast user switching disabled

I am using Sierra and trying to enable fast user switching, but that login option is disabled. I am admin user and have unlocked the options as seen in lower left of screen shot. (I redacted the admin user name in the screen shot.)

I tried enabling from command line with :

sudo defaults write /Library/Preferences/.GlobalPreferences MultipleSessionEnabled -bool 'YES'

but nothing changed.

Any ideas as to how I might enable fast user switching?

Has the machine been part of a 'managed' set up? Has a profile been installed to disable multiple users?

Otherwise, check the permissions of the .GlobalPreferences, which should look like this:

admin$ ls -l /Library/Preferences/.GlobalPreferences.plist

-rw-r--r-- 1 root wheel 2061 19 Dec 21:46 /Library/Preferences/.GlobalPreferences.plist

and that the value of MultipleSessionEnabled is correct, i.e. '1':

admin$ defaults read /Library/Preferences/.GlobalPreferences MultipleSessionEnabled
