Phone will not reset to factory setting

I can not reset my phone to the factory settings because it will not accept my password what do I do

iPhone 6 Plus, iOS 10.2

Did you follow the steps mentioned in this article?

Restore your iPhone, iPad or iPod touch to factory settings - Apple Support


Did you deactivate the Activation Lock in iCloud before that?

Go to Settings > iCloud. Turn off Find My iPhone. For an unresponsive device or one that won't turn on, learn what to do. If you forgot your passcode, get help.
