Will the "Reset All Settings" reset my Profiles and Device Management?

Before you reset go to settings iCloud backup now

After restore set back up over WiFi

When it asks if you want to use iCloud backup say yes

Then you will get everything back including profile

That depends on the profile. If a corporate or school MDM deployment, likely not as they can be set to disallow the user from altering or removing them.
