If you are trying to restore a iPhone from a backup and it's asking for a password then it is encrypted. If you don't remember setting it up someone must have enabled it.

Here's how to check:

Check to see if iTunes is already set up to encrypt your backups

If iTunes is set up to encrypt your backups, the Encrypt backup option has a check mark in the Summary pane when you connect your device to iTunes.User uploaded file

You can also see whether a specific iTunes backup is encrypted:

  1. Mac: From the menu bar at the top of your computer screen, choose iTunes > Preferences.Windows: From the menu bar at the top of the iTunes window, choose Edit > Preferences.
  2. Click the Devices tab.
  3. Look for User uploaded file next to the backup. If you see User uploaded file, the backup is encrypted.User uploaded file
  4. Click OK to close iTunes Preferences.

Okay from what you are telling me it sounds like your old iPhone backup is encrypted.

Is yout new iPhone at the setup screen? Is it factory reseted?

Check these steps:

If you can’t remember the password for your encrypted backup

You can't use an encrypted backup without its password.

When you try to use a backup, you might see a message that says, "The password you entered to unlock your backup was incorrect." If so, one of these things happened in the past:

  • You turned on the iTunes encryption option.
  • Whoever set up your device or transferred your data to a new device turned on the iTunes encryption option.
  • Someone set up an installed profile on your device (often for business or education). If so, contact your system administrator.

If you don't have your password, here's what to do:

  • If someone else set up your device, ask them for the password.
  • Use an iCloud backup instead of iTunes. If you don't have an iCloud backup, you can make one.
  • If it's still relevant, try using an older iTunes backup.

Yes you are corect. Apple can't reset the password either. You can use an iCloud backup if you have one. Or you can use an older unencrypted iTunes backup if you have one.

Here's the steps for iCloud:

Restore your device from an iCloud backup

  1. Turn on your device. You should see a Hello screen. If you already set up your device, you need to erase all of its content before you can use these steps to restore from your backup.
  2. Follow the onscreen setup steps until you reach the Apps & Data screen, then tap Restore from iCloud Backup.

  3. Sign in to iCloud with your Apple ID.
  4. Choose a backup. Look at the date and size of each and pick the most relevant. After you choose, the transfer starts. If a message says that a newer version of iOS is required, follow the onscreen steps to update (If you don't see onscreen steps to help you update, learn what to do).
  5. When asked, sign in to your Apple ID account to restore your apps and purchases (If you've purchased iTunes or App Store content using multiple Apple IDs, you'll be asked to sign in to each). If you can’t remember your password, you can tap Skip this Step and sign in later.
  6. Stay connected and wait for a progress bar to appear and complete. Depending on the size of the backup and the network speed, the progress bar might need a few minutes to an hour to complete. If you disconnect from Wi-Fi too soon, the progress will pause until you reconnect.

  7. Now you can finish setup and enjoy your device. Content like your apps, photos, music, and other information will continue to restore in the background for the next several hours or days, depending on the amount of information there is. Try to connect often to Wi-Fi and power to let the process complete.
