mail backup with time machine

When I restart my MBPro2016 Sierra 10.12.2 Time Machine will not show "On My Mac" folders/emails for previous backups.

So I wipe the TM drive and redo backup, until I restart.

Works OK if I just put MBPro to sleep, but not if I restart it will lose access to "On My Mac" folders in TM.


I've reindexed the Mac. I've reset PRAM. But whenever I restart I no longer will see "On My Mac" in TM for previous backups.
