First make a backup of your phone: How to back up your iPhone, iPad, and iPod touch

Then restore the software: Restore your iPhone, iPad, or iPod touch from a backup

By default, "Settings" app cannot be deleted or removed. So check in App folders, as sometimes it can accidentally be misplaced or moved into another folder.
