You cannot. And the NFC chip in the phone uses a truly trivial amount of power, and even then, only when activated by being within a few centimeters of a scanner. Otherwise, it is passive and uses no power.
So if you don’t have Apple Pay set up, then your NFC chip is not using any power at all.
You can remove cards from a device by opening the Wallet app, tap on the card, tap the "i" in a circle at the bottom and then tap Remove Card. If you don't have access to the device you can do it from iCloud as described in iCloud: Remove credit and debit cards from a device
I don’t have any cards in Apple Pay- I don’t use it. With all the security issues and battery life issues in iOS 11.0.3, I’d just like to turn it off and not have the NFC on all the time. How do I shut it off and deactivate ApplePay?

I agree. I do not want it, or to use it. I am ok if it just sits there but I do not what the add to set it up to keep coming up every time I open my phone!!
