I am trying to add credit cards to apple pay on my new 2016 MacBook Pro. I follow the procedure but when I click the button to finish I get an error that the card can not be added. This happens with every card I have even to ones that I have on my iPhone and Apple Watch.
As your bank advises that it has not received any activation requests, I suggest that you contact Apple Support or make a Genius Bar reservation for further assistance:
I just got off the phone with my bank. The apple pay support person said that they were not getting any attempt to activate a credit card from my MacBook pro. He could see my other devices, but nothing from my mac. Looks like more bugs from Apple.

Follow the steps here, if necessary including contacting your card issuer for assistance:
I know how to add a card, thanks. It just does not work. It fails on every card, 5 that I have tried. Do I need to call the bank on every card? I use apple pay on each of these cards on my iPhone.
I suggest starting with one card issuer, whose response may inform your next steps.
I did contact Apple, they had no idea. They sent me to higher support person and I am still waiting for a return call! Not impressed.
Still waiting for a reply from Apple and it does not work on Mac OS 10.12.4.
