this morning i was doing updates apps but while i notice my message and phone icon are missing and i have reset it still i am not getting the icon and google chorme wont update and icon is missing to so i cant uninstall it

Concerning the google chrome not updating and you not being able to uninstall; follow these steps it might help
Go to settings > general > storage and iCloud usage > manage storage under storage not iCloud > wait for all apps to load.
Check from there if you will see google chrome.
If you do select it then delete from there.

i do still have the message and phone and photos icon missing i have done resetting not work
Did you use the "All Settings" reset? If so then use the "Reset Home Screen Layout". That should work.
it came back as i upgrade the ios10.2.1
