Getting "Your request couldn’t be processed" when attempt to unlock iPhone 4

I recently requested an unlock via AT&T for an old iPhone 4 that was on my family plan several years ago. The request went through successfully and I've confirmed with AT&T that the IMEI for the iPhone 4 had been successfully submitted to Apple. However, after restoring the iPhone to factory defaults and attempting to activate with iTunes I keep seeing the following error.

I'm running Windows 10, iTunes 12.5.5.5 and iOS 7.1.2 on the iPhone 4.


Any help would be appreciated.
