Getting "Your request couldn’t be processed" when attempt to unlock iPhone 4

I recently requested an unlock via AT&T for an old iPhone 4 that was on my family plan several years ago. The request went through successfully and I've confirmed with AT&T that the IMEI for the iPhone 4 had been successfully submitted to Apple. However, after restoring the iPhone to factory defaults and attempting to activate with iTunes I keep seeing the following error.

I'm running Windows 10, iTunes 12.5.5.5 and iOS 7.1.2 on the iPhone 4.

Any help would be appreciated.

Hi, thanks for your response. Yes, it was unlocked on Friday and I tried Saturday, Sunday and today. I even did a fresh install of iTunes on a different computer and gave it a shot there... same error message.

I did a clean restore (not from a backup) so I get the Hello screen when it turns on.

Did you wait 24 hours after getting the word from AT&T? Are you restoring your iPhone as a NEW iPhone (not from backup).
