Why can't I ping my MAC mini on my LAN?

I've been trying for hours to ping and ssh into my MAC from a windows machine on my LAN with zero success. I'm experienced troubleshooting network problems and this is baffling me.


Setup:

Mac mini with Sierra 10.12.3

  • connected wirelessly
  • firewall OFF
  • Remote Login enabled for all users
  • rebooted multiple times

Windows 8.1 Enterprise

  • connected by wire
  • firewall OFF
  • rebooted multiple times
  • Windows 10 PC

  • connected wirelessly
  • firewall ON
  • Router: Asus RT-N12D1

  • firewall OFF
  • latest firmware
  • rebooted multiple times

  • What doesn't work:

    Neither Windows PC can ping Mac, or start SSH session


    What I works:

    Windows PCs can ping: Google, Router, Other windows PC on the LAN

    Mac Can ping: Google, Router, Both Windows PCs on the LAN


    What I have tried:

  • Rebooting everything
  • Switching the mac to wired connection and rebooting
  • Renewing DHCP on all computers
  • Turning on the mac firewall and making sure stealth mode is turned off and that remote login is turned on
  • Double-checking IP address with MAC addresses on the mac
  • Ran a port scan on the mac (Open: 22, ssh)

  • I am stuck. Any ideas?

    Mac mini, macOS Sierra (10.12.3)
