Your device is not jailbroken, is it? If not try resetting Safari.
Close Safari completely from the app switcher window by double clicking the Home button and swiping up the Safari preview pane until it disappears from the screen.
Then go to Settings > Safari > Clear History and Website Data.
Then restart your device this way.
Try holding down the Sleep/Wake and Home buttons at the same time for at least ten seconds, until the Apple logo appears and then allow the device to reboot.
For an iPhone 7 or 7+ try holding down the Sleep/Wake button and the Volume Down button at the same time for at least ten seconds until the Apple logo appears and then allow the phone to restart.
