How to tell if an app is free.

I can't tell for sure if an app is free or paid. When all it says is "get it" with no cost shown does that mean it is free? I just downloaded an app and don't want to open it until I know, which brings up another question. If you mistakenly download an app that you think is free can you refuse it somehow? Is there a surefire way to know if it is free or a paid app? Thanks!

If you accidentally buy an app that isn't free, you may, once, be able to get a refund:

Get help with an item purchased from the iTunes Store, App Store, Mac App Store, or iBooks Store - Apple Support

Please note that I said "may". Apple doesn't have to give you a refund but, if you accidentally purchase that $29.99 app, it's worth asking for an exception.

Best of luck.

elcpu is correct. And, it is not opening the app that causes a charge to made. It's downloading it. So, if you've already downloaded it and it wasn't free, you might as well open it because you've already paid for it.
