Yes. the iOS version has no bearing on whether it is received or not.
It should have been delivered. Having been sent as a green message means that either you or the recipient did not have an internet connection either wifi or cellular through which it could deliver the message in blue as an iMessage.

Green Messages are sent as SMS, the normal way to send messages, but it should still be delivered.

Yes the answer is it does still get delivered. It doesn't say that because it is a text message and it will let you know if it is delivered if it was sent with iMessage, but your text message still does get delivered, it just doesn't say it does like iMessage.
