Mouse cursor lag/slowdown on external monitor (video showing the problem)

Anyone know what is causing this? https://youtu.be/5Ewqk1hOxME

I'm experiencing a really strange mouse cursor problem when using an external screen. When I mouse over some objects where the cursor changes (from pointer to a hand for example) the cursor slows down to a crawl. This is most notable in InDesign when hovering over the show/hide layer buttons, but also occurs in other applications. When hovering over the buttons the cursor flickers between the pointer and the hand, and slows down like it gets stuck on something.

It only happens when I'm using my external monitor. I have tried to use 2 different mice and the trackpad. I have reinstalled the entire OS. Nothing seems to make a difference.

I'm on a MBP 2015, Sierra 10.12.3

MacBook Pro with Retina display, macOS Sierra (10.12.3)

Hello Malanori,

Thank you for using Apple Support Communities.

I see that you are experiencing some cursor slowness or flickering during use.

I have a couple of things that I would like you to try. First, let's reset the NVRAM and SMC on your computer and test. The following two articles provide the steps for those resets.
How to reset NVRAM on your Mac
Reset the System Management Controller (SMC) on your Mac

If those resets don't resolve the issue, I would like you to test in a new user to isolate the issue somewhat. This isn't a resolution but will tell us if it is a system wide issue or something with just your user. Please get back with use after this step and we will see where we need to go from here.
How to test an issue in another user account on your Mac

Best regards.
